With the rising cost of electricity in Sacramento, it’s not surprising that more people are turning to solar electricity systems to help defray the cost of their utility bills. This guide provides information about solar electricity use in the city, including how much potential the technology has, what financial incentives are available for transitioning to solar, and the policies that encourage renewable energy.

4 Facts to Know About Solar in Sacramento

  • The Sacramento Kings new Golden 1 Center is powered primarily by solar energy. The facility has a 700kW array on its roof that will supply 15 percent of the arena’s needs. Additionally, it receives the other 85 percent of its annual energy use from a 10.9 MW array on 62 acres in southern Sacramento County.

IN-DEPTH: Solar in Sacramento

The NC Clean Energy Technology Center ranked Sacramento 37th on its list of the top 50 cities that provide the best return on investment for solar systems. Factors that the organization looked at included the amount of money saved monthly within a year of installing a solar system and the levelized energy cost of the technology compared to what the local utility company charges.

To provide a closer look at why solar energy is such a good option for Sacramento homeowners, this section provides information on electricity prices for the city and photovoltaic potential. In addition, there is a discussion of the policies, incentives, and permitting issues related to PV installation.

Electricity prices

According to the Sacramento Municipal Utility District, its customers’ utility bills are lower than many other utilities in California, including Pacific Gas & Electric.

The Time of Day Rate is standard for residential customers but a Fixed Rate is also optional. Customers who choose to reduce electricity use during peak times save money. Here is what the Time of Day structure looks like:

Photovoltaic potential

Photovoltaic potential is the amount of solar energy that can be generated in a specific location. The biggest factor that makes Sacramento a great location for solar is the weather: With 269 sunny days annually, people who have solar panels installed on their homes have the potential to decrease their utility bills significantly.

Plain and simple, solar saves the consumer money, helps with home value, and, of course, helps the carbon footprint. Solar savings are there for the majority of Sacramento residents, sometimes as high as 100 percent, but normally people should look to save approximately 20 to 30 percent. This varies depending on a number of conditions. These conditions include the power company provider and their charges for power. For example, the residents in the SMUD area will be paying a blended rate approximately 14 cents per kWh on a tiered system, where PG&E will pay a blended rate of approximately 22 cents on a tiered rate system. There are many other factors, like shade, azimuth, and roof pitch to name a few that have influence on the financial rewards of solar.

Policies & incentives

In order to reap the benefits of solar energy, Sacramento homeowners must adhere to certain laws. California has regulations regarding building practices, permits, and how systems should be connected to the power grid. In order to ensure that they are building and operating within the letter of the law, it’s important for homeowners to work with contractors who are intimately aware of these regulations.

Despite the savings potential of solar energy, many homeowners are rightfully concerned about whether or not they can afford the initial investment in a PV system. There are incentives available to help alleviate that concern, such as the programs below.

Sacramento Municipal Utility District

SMUD offers a $300 incentive to homeowners with PV systems. To qualify, equipment must be installed by a B, C-10, or C-46 contractor.

Home Energy Renovation Opportunity (HERO) Program

Through this program, people can offset the cost of energy improvements with a special assessment on property taxes. Eligible energy-efficient products include solar panels, artificial turf, and roofs.

Permitting & interconnection ease

Roof-mounted solar arrays installed on existing buildings don’t require design review as long as the system is not in the historic district of Sacramento.

Solar Companies in Sacramento

The Sacramento resident should check the reputations of the companies they are vetting. Ask for jobs where something went wrong — there is no perfect company, so they should have at a minimum a few. How did they handle the problem and how responsive were they? And most importantly, talk directly with clients and ask the hard questions.
